Relative Hyperlinks not Working in Visio 2003

I have seen quite a few posts on this topic, but no real resolution.

I have been able to use relative hyperlinks successfully from within
VIsio 2003, but when I save the Visio document as a web page, the
relative hyperlinks no longer work. It is trying to call a file from
the Diagram_files directory instead of my specified relative directory.
It is like the relative path is that _files directory and not the base
directory where the .html is.

Any tips besides using absolute paths?
