Visio 2003 Pro Startup error - Add-on not found/Error 1605

I upgraded to Visio 2003 Pro (SP2) with full install from CD.

Whenever I start Visio I receive the following message:

Visio could not find this add-on or one of its files.
Microsoft Office Visio cannot install the necessary files due to
Windows Installer error 1605. This action is only valid for products
that are currently installed.

I can only click on the OK button. The same message re-appears about
ten times in a row, before finally disappearing and allowing me to use
the program.

I should add that I have NO such problem with any other Office apps
(Word, Outlook, Excel, PP, Publisher, FrontPage).

Within Visio, the Add-on location under Options is blank.

I have tried to fix by deleting the following:
C:\Documents and Settings\<loginname>\Application Data\Microsoft\Visio
C:\Documents and Settings\<loginname>\Local Settings\Application
Data\Microsoft\Visio
HKEY _CURRENT_USER\Software\Microsft\Office\11.0\Visio

Restarting Visio started the installation, but the same start-up error
occurred.


Any thoughts?
