You can model a user case actor like you can for a class on a sequence
diagram.
Create a few actors, give them some operations, then drag/drop them on a
sequence diagram. The messages (calls) can be set to specific operations on
the actor instance.
As for tagged values, they will show up in Shape Display Options... enable
Properties checkbox.
