Taming the scroll wheel zoom

Using the ctrl-scrollwheel to zoom is very, very cool.

But I'm trying to work out a few kinks.

One click of the wheel more than doubles the zoom, so I have to go to
the +/- magnifying glasses anyway.

Is there a way to subdue the scroll wheel's aggressive zoom and unzoom
in Visio 2003 (without affecting the behaviour of the wheel in general
ie. for other applications)?
