I've seen this when I have had an unexpected shape way off the edge of the page. This has caused the export to include it. I used the Drawing Explorer window to check the diagram, or a little bit of VBA code, and then delete the offending shape.

When I save my drawing as HTML, I open it in my browser and it looks
really small.
I've found a decent workaround- setting "Target monitor" to the
largest size: 1920x1200.
Is there a cleaner solution?
I've seen other tips on this that involve editing the .js file. I
haven't done that before but would be willing to attempt it if I got
detailed instructions.
I'm using Visio 2003.
