It would appear that Outlook Express cannot understand the new dictionary
formats in Office 2007. I did not have this problem after installing Office
2007 because I still had Visio 2003 on my machine with a dictionary format
that OE understands. Upon upgrading Visio to the 2007 version, the 2003
proofing tools were removed and thus the problem with OE.

From the article above the solution is to get your Office 2003 disk and
reinstall only the US English dictionary under shared tools. This will leave
a dictionary in place that OE can understand.
