Visio Layers can appear to be a bit backward.
Layers are defined for the page. Shapes have "pointers" to the layers to
which they belong.
So the page might have layers as follows in the Layers section:
1. "Bob" ...
2. "Yodar" ...
A shape can belong to both layers. Such a shape's LayerMembership section
will look like this:
LayerMembership = 0,1
Note how the page numbers layers starting at 1, while the shape references
them starting with 0. Lovely.
