Google is certainly not the normative force in charge of Usenet. They don't even define what they're showing on that page; I would guess it's the predominant language they observe (like they do for Web sites).

Any newsgroup without a language specifier is regarded an "international group". English is, for good reason, the predominant language in most of those groups, but every user is free to post in a language he or she is familiar with. In particular, there is no cause to denounce any user as "impolite" if they use a language other than English.

The only thing you might object is that the "microsoft.xxx" hierarchy is, strictly speaking, no part of Usenet (although most Usenet servers propagate this hierarchy). Microsoft could create any rules they liked, but it seems they largely follow the Usenet conventions. If you show me where Microsoft decided otherwise, I'd be happy to learn about that.
