The discussion of USENET is indeed how it works. It worked that way back when we had
bang-paths and Unix boxes would dial each other up late at night to send messages around.

My understanding of USENET (and I may well be wrong) is that no matter on
what server the spam originates, it is propogated to all the servers --- the
servers are connected in "stream" fashion, so when any particular server
receives newsgroup updates, it pushes them "downstream" to whatever servers
it is connected to. The result is that (eventually) all the servers show
all the same posts.
My understanding is that MS personnel access the Microsoft server and cancel
the spam posts manually. Certainly, I have alerted my MVP lead to spam on
this newsgroup, and he said he would take care of it. I don't think MS can
automatically reject spam, but they do clean it up after it occurs, and this
cleanup is propogated to all other servers.
Normally, cancelling a post requires that the canceller be the original
poster. This is for security, obviously no one wants their posts deleted by
arbitrary people. Obviously, in the case of MS deleting spam, this is not
the case. That's why I think there is a way for MS personnel to
authenticate (at least on their own server) as Admin so they can cancel
posts that they didn't originate. I think each newsgroup on USENET may have
an "owner" assigned to it, and since Microsoft owns the newsgroup (i.e. it
started it), it also has special permission to cancel any post it wants.
But I don't know in detail how this is implemented, sorry.
