Is ADMIN$ available on Windows XP Home?

On a Windows XP Home computer is the administrative share named ADMIN$ available? Or does one have to have the XP Pro version to get that?
One place says, "Windows exposes the administrative share named Admin$ by default" (this was 2004).
Another person says, "Windows XP Home doesn't have administrative shares like ADMIN$ and C$, as shown by typing "net share" at a command prompt."
I have ADMIN$ on all 3 of my XP Home computers, but I may have added those myself some time ago and forgot. They don't seem to work.
My friend's XP Home computer apparently doesn't have ADMIN$.
I'm looking for a way to reach out and tap the shoulder of another computer on my home network to say, "Now's the time. Do your thing."
