Yes, the system I developed is an application which has an Automatic Database
Update. So the purpose of the message box is as a notification to all that
application user in the network that the database has been refreshed. So the
users does not have to open and check if there is any changes to the database.

But I cannot use the net send behavior for the risk of virus because the
network is connected to the Internet.

So I have to use other method.

What method I should use?
