I think there are some characters that appear in Unicode that aren't in MBCS as well.

In Welsh the various vowels can have a "to bach" (= "a little roof") or ^ (like a circumflex in French). "Big deal?" you ask. Well yes because in Welsh w is a vowel (pronounced like "oo" in "book" or "pool"). The Welsh for "water" is "dwr" where the w carries a ^. This exists in no known code page and certainly not in 1252 despite Wales being one of the more westerly of Western European countries :-)
