Win9x _could_ use BIOS and drivers loaded by DOS, if it ran in "16 bit disk
access" compatibility mode (which was finally removed from WinME). In
regular mode, it bypassed BIOS completely for that. DOS also didn't have
anything in FAT handling. It was done by vfat.vxd. What else?

No. The BIOS is irrelevant to NT technolgy; it is used only to boot,
bluescreen, and
power down the machine, and otherwise has nothing to do with the operation
of the system.
ntldr is used only to load the system and is otherwise out of the picture.

In Win95/98/Me, MSDOS was an integral part of the second-by-second
operation of the
machine, and handled all transactions. The BIOS was still playing an
important role.

After Win9x boots, DOS is carefully packed in a cardboard box and put
aside.
Windows sometimes looks into that box and kicks DOS to make sure it knows
what time it is. Nothing more. Filesystem is completely handled by
Windows.
Disk drives are completely handled by Windows. Processes are handled by
Windows. Isn't that OS? Of course, there is no security, but that's by
market requirements at that time. There was no consumer OS with security
at
the market. You could configure Win9x to have multiple user profiles,
though.

Loading
