I do not understand why you cannot use vector graphics.

The enhanced metafile that you create is designed to scale to any bounding
rectangle regardless of the device.

It is measured in .01 mm units so you would have to do some calculations to
translate between the different measurement systems.

Microsoft Office applications and other professional graphics/drawing
applications such as ADOBE use vector graphics to display and print crisp
complex drawings.

Thanks for taking the trouble. At least I now know it should work! I
am not sure where to look next though.

[BTW the reason I don't want vector graphics is that my music staves with
5 parallel horizontal lines are always drawn at sizes on any given device
such that the lines are an equal, even number of pixels apart. In the
old days of 96dpi printers this was absolutely essential, but there is
still a noticeable degradation in the apparent print quality if they are
not quite equally spaced.]
