I'm guessing only Microsoft has enough clout that if they came
up with a standard interface then dictionary companies would follow
it. But if they keep their interface a secret, or make it difficult
for dictionary companies to find out what the 'standard interface'
is, dictionary companies will give up on the idea.

I want users to be able to purchase a dictionary in their language
and tell my program, "Yes I have a dictionary," and my program says,
"Great. I'll use it."
