I wouldn't say that ... but I would say that it can be used much more safely
on an intranet.
On an intranet one can implement code-signing using certificates generated
by a private CA as part of an intranet-wide PKI. One can place much more
trust in a PKI that one controls than a public one.
You still need to do all the boring code-signing and certificate-checking
stuff that we've been talking about, but at least you have a hope of being
able to manage trust sensibly when all the parties are known.
