Substituting the main menu bar(s)

The MFC application framework provides for two or more menu bars - one for
when no files are open and another for when a document is open (with further
possibilites for different kinds of document).
Has anyone tried to replace an entire menu bar and its drop down menus with
a new menu resource? How is it best done?
[I have in mind the idea that people can select a language, and then a new
menu bar is used with items in that language, but the same command IDs.]
