Hi Jonathan,

>From my experience, this issue may be caused by the
%windir%\system32\mscoree.dll to be reverted from the .NET Framework
1.1(VS2003) version to another .NET Framework version. Is so, you can
uninstall and re-install the .NET Framework 1.1 to workaround this issue.
