You are not going to like the answer :-)
You can directly convert between various utf encodings (utf-7,8,16,32).
And between most code pages and low ASCII (not very useful).
And between various encodings covering MBCS encodings (ISO-2022 <-> EUC)
And that is kind of all I can think of.
