I did look at it. Unfortunately the 'solution' does not match my
needs/applications.
The problem is not how we do the work, (reading files etc), but more how
windows displays the memory been used.
I am not going to change a core part of the system simply to change the way
windows displays memory.

This is very nice and very informative, but that did not answer my OP.
Joe repeating what was said by others was not going to make a big
difference.
I never asked for an essay on how it works or on suggestions based on
'years' of practice.
Neither did I ask for hints that I was going to supply 'fraudware' or that I
didn't know what I was doing.
I simply thought that there was an API that would tell windows, "Ok release
all the unused memory for process x".
