Check Internet Connection using VC++

I wrote a web based program using VC++. It needs internet
connection checking. I tried with different codes. These codes give
response immediately (within 1 or 2 seconds) if there is an internet
connection exists. But all of these codes need up to 25 second to
produce response if there is no internet connection. May any one help
me to write code in VC++ to detect no internet connection state within
5 or less seconds?
