You don't need Outlook. All what you need is Outlook Express,
which is shipped with every version of Windows. See here how to
configure it:

limited knowledge about Google newsgroup as you mentioned below,
and I am not
smart enough and have enough skills to setup a replicate message
routine from
here to google discussion group.

That's the point of my previous post. Your messages aren't
replicated. You see the same messages just through different
interfaces. Google Groups and MSDN discussion groups are different
interfaces to the same group.
