George, you need to do some of your own research first. A forum like this
can only go so far towards helping you. Clearly you need to learn the basics
of security before proceeding. It's a deep subject and you'll only find
limited help here. My usual recommendation is to purchase "Programming
Windows Security" by Keith Brown. It's well worth the $ but if you're on a
tight budget (assuming this is coming out of your own pocket - if not then
ask your employer), then start your search with terms like DACL
(Discretionary Access Control List) and "security descriptor". You can start
