dynamic text to balloon tip

Hi, currently I have a pretty basic balloon tip .exe that I use for my
company (computer software design & repairs). Currently I really only
use the files for the repair aspect. Basically how it works is, I have
a .vbs file that we use after a repair or routine maintenance. and in
it has code, that after X amount of months, it will trigger the ballon
..exe. Which is just a small blip that notifies the customer that a
year is up or something to that effect. Again, currently we only use
this on customers who want to be notified, normally for routine maint.
etc.

Now I am looking to maybe take my current balloon.exe and possible use
it to replace my current newsletter or emails in general I send from
the site from time to time to my software customers, when we have
updates etc. I get a lot of customers who go oh, I must of deleted
that email or something of that nature.

More specifically I am wondering if it is possilbe to have the 3 or 4
variables, that I currently have as plain text, and make them web
variables, or something where I can update it remotely say on a sql
database, or simple php page, where it could be updated dynamically and
fresh content could pop into the window. IE something like v2.1
updates now available. Or 50% off V3 until 2007.. Something small that
will fit in the window that gets to the point.. But I guess the actual
content is not really as important as being able to do it right now..
Just let me know if any code snippets are needed.
