I decided to assume the code was OK. I know you should never assume, but as
the code worked sometimes, I thought maybe it might be something other than
the code or the API.

Upon further testing of my app generally, I noticed the problem only occured
when the exe started at Windows start-up via the registry. If I start the
exe manually, there is no problem.
