I assume that they included it because the toolkit can target it. AFIAK
there's no dependency on the .NET framework in the command line tools
themselves - they're all written in native (unmanaged) C++.

Caveat Emptor - I've never installed the toolkit (since I have Visual
Studio), so there could be some dependency I'm not aware of.
