Yes, installing DX just for this purpose seems like overkill... although I think later OS's come with some version of DX pre-installed?

Using DirectInput you have the opposite problem - ie mapping scan codes to language-dependent characters.

You sure MapVirtualKey is no good? Manual says [sic] "Requires Windows 95 or later"... though I admit I never used it myself.
