VS2008 / MSVC++ v9.0 - No x64 platform in Configuration Manager?

I've got VS2008 installed on Vista Ultimate x64 on a Dell Precision desktop w/2x quad-core Xeon CPUs. I made certain that during the installation of VS2008 that I selected the x64 cross-compilers, etc..., under the Visual C++ component settings. After the installation is complete, I see that all of the libraries, binaries, etc... for x64 [AMD], as well as the IA64 libraries & binaries, are present on the system.

I start a new Win32 application project, and, by default, it has Debug and Release configurations for the Win32 platform present in it. I access the Configuration Manager and go to add a new platform to my project, but all that is present in the list are "Pocket PC 2003 (ARMV4) " and "Smartphone 2003 (ARMv4)". Nowhere do I see the x64 or IA64 platform options in the list.

I have an existing project that was created on another system that is running VS2008 on Vista Ultimate x64 on an AMD Turion64 dual-core CPU. That system has no problems with adding the x64 platform to any projects. I can take that existing project and open it up on the system that is having this x64-related problem and see that both the Win32 & x64 platforms are present in the project, but when I attempt to do any builds using the x64 configured platform, the build operation is skipped. I can only do the builds for the Win32 platform.

Unless I'm mistaken, it was my understanding that AMD64 and EMT64 were compatible in terms of x64 / x86_64 technology goes, and the VS2008 would be able to build binaries for x64 regardless of whether VS2008 was running on an Intel XEON or an AMD CPU.

I've not found anything on Google Groups or Microsoft's KB regarding this problem. Any suggestions on how to remedy the problem or information that points out what's wrong would be appreciated.
