Need Smart C++ Programmer for Freelance Project

Need a very intelligent C++ Programmer to implement an algorithm for
document analysis. The product is a C++ program for analyzing thousands
of documents (in .txt format) against a base document and picking out
the ones closest to it.
Database vectors could be used for this purpose:

you have an introduction/experience with this concept.
Any alternate suggestions are also welcome.
