What's a manifect file?

The .NET versionsof VC++ seems to create a file with extension manifest.
It looks like a XML file

Does this have something to do with the resource file -> VS_VERSION_NFO that
allows us to provide some info about the exe or dll?
Can it be safely deleted. Seems pretty useless to me.

The VC++ 6 also created some useless Readme.txt file everytime I created a
project. Would be nice to disable that too since I still use it.
