When I have the focus on the tab control and press the tab key, the focus
doesn't switch to the first control in the tab sequence within the child
dialog. Furthermore, when a control within one of the embedded child dialogs
has focus (using the mouse) and the tab key is pressed, focus doesn't switch
to the next control in the tab sequence, focus remains on the same control.

Does cursor key navigation not work as well as Tab?

Are you not using IsDialogMessage in your message loop to obtain the
keyboard dialog navigation operations?
