ATL71.dll cound not be found even if i selected static link to ATL dll

Tech-Archive recommends: Speed Up your PC by fixing your registry

I have a ATL Exe project which need ATL71.dll at runtime. If the
ATL71.dll is not present on the machine then its says ATL71.dll could
not be found.

In project properties i have selected "Use of ATL" = "static link to
ATL"

If i bulld the project using Debug configuration then it does link
ATL71.dll.

Am i missing something in project properties?
