IID_ is not found during compile but is in *.tlh

I'm doing a #import "dtspkg.dll" named_guids raw_interfaces_only
and when I examine the resultant dtspkg.tlh I can locate the
IID_PackageEvents but I get a compile error that this IID_PackageEvents
is an undeclared identifier. What is going on?
