Counter registration error

Hello,
I have written some performance counters with the help of the ATL library
(wizard code only, nothing "special" done in the code).
When installed on a machine (OS – Windows 2000 Server + Service Pack 3,
probably russian regional settings), an error is displayed by the
installation procedure:
"Error 1904,Module C:\WINNT\System32\nrradprf.dll failed to register.
HRESULT -2147220473. Contact your support personnel."
I have not found anything regarding ATL counters and this error code
(0x80040407).
Does anyone know something about this error code please ?
