GIS, S57 and API and VB6

Hello group,

I am actively looking for a rare person: someone that knows VB6 and
APIs,
that knows also S57 (a file format used for maritime cartography), and that
knows at least a bit about GIS (Geographic Information Systems). The purpose
of the search is to help me complete a software.
