IMO, MS does not prefer that dotnet developers resort to the API. They have
to stick with the run time. The reason for this is multiplatform
compatibility. MS could in the future come up with .Net for Mac, .Net for
Linux, and brings a VB cross compiler that compiles to these platforms. I
remember reading some where that it's better to use unmanaged.something
instead of Declare, probably to make it easier to port in the future.

MS has already made IE and Office for Macs, so why not?
