Perhaps it would help to be more specific about "connecting to the
Internet". Broadband connections (such as DSL) are different from
traditional modem connections.

I don't know; are you sure that the reverse is not what exists? Are you sure
that IE does not use Wininet instead of Wininet using IE?

Definitely not.

I think it is important to understand that the definition of a connection
depends on the specific system and the user's preferences. You should expect
difficulties if you attempt to go around (ignore) the user's preferences.
