The MLU is a library only designed for >developers< who want to write code
that makes use of the "W" versions of API functions and that shall run both
on Win 9x/ME and NT/XP.
The MLU is >not< used by any libraries of the Windows-API, it does >not<
have to be installed for any Windows-API function to run.
Even WORD does >not< make use of the MLU but installs its own Unicode
support libraries.
