C:\Windows\Explorer.exe /n,"C:\Windows"
On XP that opens a brand new window, even if one is already opened.
On Win98, if one is opened already, it brings that window to the front
and flashes the title bar.
I don't have the particulars on the other switches, just know that the /n switch
behaves a little differently. Hope that helps.
