Oh, and checking the sample project, there is not one call to any
GetThemeSysXxxx function. Nice.

Did you even try looking through the documentation I mentioned in my prior
post? A quick scan through the available theming functions would tell you
that the OpenThemeData() and GetWindowTheme() functions return a HTHEME
assuming IsThemeActive() returns true. Be sure to call CloseThemeData()
when you're done with the theme handle.
