RFC 1036 (link previously provided) is _the_ definitive statement of usenet (superceding RFC 850).

There is discussion of "forums" in the wiki article; you're welcome to read the entire thing; I only clipped a very small intro...

Your experience has led you to a false premise of what your conceptions are telling you... :)

_Some_ forums are simply that--singly hosted, others that appear to be are front ends for usenet--Google, TMW Matlab interface, etc., ...

But there is a fundamental difference between a hosted forum and usenet in the architecture of the network, retrieval and distribution of messages and organization (or, more specifically, lack thereof).

The current "veritable plethora" of web interfaces and GUI newsreaders or wannabe newsreaders clients (MS Outlook as notable example of the latter) make appearances deceiving and hide the reality behind a facade that confuses many.

But, one might as well understand the reality behind the curtain--I'm merely serving as Toto did in that regard for Dorothy to see the Wizard for your edification re: usenet... :)
