Processing video images and writing back partial set

Hi, I want to be able to process a video file (whichever is easiest
format , avi ?),check values of specific pixels in each frame read
from the file, calculate values based on these then write back the
video including audio with specific groups of frames excluded
depending on the values calculated. The processing does NOT have to
happen in real time. Can I do this with vb6 ? are there any code
examples of people doing something similar. My last coding was in vb3
so i dont want to over complicate things.Thanks
