This is a non-trivial problem, for several reasons.

1. Much common hardware cannot do what you want to do. Some, somewhat
uncommon, voice modems can detect tones and send wave files -- however, most
modems cannot.

2. TAPI requires some callback functions that require a helper DLL or OCX
(written in C/C++), that cannot be implemented fully in pure VB. Thus, you
will find add-ons for VB that (when used with appropriate hardware) make
this simpler. For example, http://www.exceletel.com/.

3. Appropriate hardware may, really, exceed what is possible with a modem,
depending on your application. The link above will give you more
