In particular you should note the word, 'quantity'. There are 3,500 MVPs so you can imagine how much time it would take the panel of Micro$oft employees to actually read and evaluate all of their individual newsgroup postings. They'd be sitting there for months. Ask yourself whether they actually do that, or whether they merely use an automated or semi automated counting system. Until you have been nominated for membership for the first time then quality is paramount, but after that time 'Quantity is King' :-) That's one of the reasons why Bill McCarthy (who is a liar by the way) is maintaining his posting count. The other reason of course is that he wants to destroy this group by repeatedly posting his dotnet drivel in an attempt to annoy the people who use it.
