I've been running into a version of Visual Basic 6 Portable Edition all
over the internet. I understand that it is run via a single executable
but has most all the functionality as the regular VB6.
Is this a spyware program or virus? Or is it legit? I d/l'd it and it
passed a Norton Antivirus scan and several anti-spyware scans. If this
is legitamate, what limitations, etc. does it have compared to the
regular VB6... Can anyone shed some light on this please?
I've been programming in VB6 for years now and could use something like
this on a flash drive or by other portable means.

That is just a Thinstall version of VB. You can create it yourself using
VMWare ThinApp/Thinstall. As long as you have a valid VB6 License I can't
really see any problem with using it but you should create it yourself so
you know it's legit.
