There is not a problem with writing into, and that is a dll file located
in
\System32 folder !!!

Maybe that's your own DLL? My understanding is that
even the "real" administrator does not have access to
change files in the system folder.

The whole Vista mess makes no sense. You'll only
get frustrated trying to force it to make sense. The
best one could say is that Vista (even Vista Home)
is designed to be used as a corporate workstation,
with the user having very limited rights.

For per-user the only read/write place available is
the personal app data folder. For all users the only
place is all users documents! Yes, it's absurd that
you can't write to app.path, but that's the deal.

I take the approach that Vista is damaged goods
and tell people that my software is supported only
if they give themselves permission. That means installing
outside of Program Files, or giving all users full permission
to Program Files. It also means running as admin. so that
the software can access the file system as necessary.
I warn that anyone using Vista will run into unexpected
issues (like trouble saving settings) if they do not fix the
Vista restrictions. My impression is that many Vista
users do fix it. I've seen discussions in the Vista group
about doing things like installing all software to a newly
created folder where everyone has full permissions.

....But of course, if you depend on selling lots of software
to lots of Vista users then you probably can't afford to just
say, "Fix Vista if you want my software to work properly". :)

In that case you'll just have to design your software to
run as if in a sandbox, only install it on a per-user basis,
and only have it perform tasks like saving files to the current
user's documents folder.
