Just to let everyone know, the problem was self-inflicted. :-)

It seems that a Registry Cleaner that I was using successfully under Win2000 and WinXP removed a lot of good entries under WinVista. Which was surprising that it was allowed to remove them, as Vista would not let the backups be replaced, denying access to the registry when I tried to import the backups.

Ah, live and learn. Provided I live long enough. :-)

I am going to assume that there is a problem with the install of either Vista or Office 2007 or possibly both.

Do you mean just logged on to Windows using an Admin account? That's not enough under Vista. You have to run Setup with elevated privileges. Right-click the Setup.exe file and select Run as Administrator.

I was logged in as Admin and also right clicked on setup and ran it as administrator, but still had the same problem.

I replaced Vista with an image and then installed Office 2007 again and it works fine, so it must have been something corrupted in the other one. If the people using my program were not going to Vista I would not use it at all. I would much rather still use Windows 2000, unfortunately office 2007 will not install on Windows 2000.
