I've noticed that XP sometimes overrides settings.
On 60-odd services that I disable it just doesn't work
on a handful. I've never taken the time to figure out
exactly what services don't respond properly when.
Probably you don't have to worry about that, though,
if you're dealing with 3rd-party services.

Windows can start some services if they were stopped, especially by other
services running under the SYSTEM account. Also, here is a break down of who
can install or start and stop services from permissions stand point, this
apply whether you use the Control Panel, command line tools, or the Windows
API:

Limited "Users" group: Can see the list of services. They can't install,
remove, start, or stop services.
"Power Users": Can see the list of services, start, or stop services. They
can't install or remove services.
"Administrators": Can do all of the above.
