Yep. The Express editions are the free ones, but are pretty extensive in what you can do. VB 2008 is the product name. Some folks still call it VB.NET or Visual Basic .NET but Microsoft just calls it Visual Basic now. Visual Basic 2008 is the product name, the actual language and compiler names are VB9

As has been mentioned, VB.NET 2008 express edition is free. I know you can use an Access database with it, but it's not the standard, instead using compact SQL for the desktop (SQLCe), or the free version of SQL (SQL Express previously known as MDSE I think) would be the more "in the box" approaches.
If you haven't been programming for 12 years, then I'd suggest try the .NET version and see how you go. You could go with VB6, but that's not free, and it's going to be difficult to find/buy. You can buy a .NET standard version and downgrade I believe, but not sure on that status now as officially VB6 is no longer a supported product. The Vb6 runtimes however are supported as part of the OS they ship with, so in reality the runtimes are supported for at least another 5 years.

I did some VB programming about 12 years ago, got as far as VB 4.0. I'm now tinkering

Windows XP Pro and Access 97 for the database. I'd hate to upgrade to a later version only
to find out that it too would not work properly in my environment.

I've toyed with the idea of doing a re-install of VB 4, but can't even find all the floppies. I think
there were about 16 of them. Wonder if VB 4 might be available out there somewhere?

I'm not looking for anything too sophisticated or complex or expensive. I'm basically tinkering
now with this programming stuff as a hobby.
