Actually, just the opposite is true. Running *setup* programs as admin is
considered a Best Practice. (To a truly bizarre degree! For example, did
that if your application name contains the word "setup" or "install" thatyou can't
create a shortcut on the desktop unless you're running as admin? Anyother program
name, no problem! Nucking futz!) Anyway, have the setup run as admin,and do the
permissions thing there.
I realize the setup always runs as admin, and I already do that. My setup
program can apparently mark a folder as read-only, etc. but cannot change
NTFS permissions for specific users. At work, here, a power user can install
a program. But he cannot change folder permissions unless he has the rights
to them already.

Yes, someone else suggested that, and I certainly intend to do that. Even if
the location arrived at is pretty "standard", it won't be where the user
expects to find the files, so a shortcut will definitely help.
